在2003年,由于严重急性呼吸系统综合症(SARS)的爆发,香港的中小型企业("中小企")的正常运营受到异常的破坏,种种通过互联网运作的远程存取解决方案(remote access solution)如IP-VPN、远程通勤(telecommuting)能力和视讯会议等的优点因而变得非常明显。2003年2月,信息科技署和香港生产力促进局发表了两年一度就香港采纳"电子商务"的进展的调查报告,发现在香港活跃业务的公司当中有47%尚未及/或不打算在未来六个月内采纳任何线上商务能力(即使只是最基本的形式),数字比前一次的调查上升了3%。由于经济困境,有好些公司为了节省运营成本,全盘放弃了电邮账户和公司网站等基本的互联网设备。可只是一个月后,在不明朗状况浓罩整个地区时,很多这些公司又改变初衷,争相部署各种技术以支持业务运营。网络技术能如何帮助中小企制定应变计划?一个"虚拟办公室"能够实现哪些长远的成本节省和效率改进?在探讨这些问题以外,本个案还会检视某些行业如何通过部署科技去促成通讯和协作,加强本身在香港和区域的业务地位。
