China's accession to the WTO entailed the creation of an independent telecommunications market regulator. Implied in this commitment was that Chinese regulators would allow an undistorted functioning of the relevant market. Despite this commitment, the Ministry of Information Industry (MII), as well as the Supervision and Administration Commission of the State Council (SASAC), intervene heavily in the telecommunications market, either haphazardly or in favour of certain market leaders. A case in point is China Unicom's rumoured break-up, with MII and SASAC contradicting both themselves and each other, a scene which eroded the confidence of foreign observers even further in a market already hampered by arbitrary intervention by the MII.
