As Hong Kong emerged from the Asian recession in March 1999, a landmark real estate development was announced. The US$2 billion development known as "Cyberport" was intended to create a strategic cluster of quality IT and IT-related companies that would help Hong Kong become the leading digital city within the region. To realize the project, a Public Private Partnership (PPP) agreement was signed between the government and a company led by Richard Li, son of Li Ka-Shing.
