Postal services throughout the world are undergoing a process of liberalisation and privatisation. The traditional letter market is shrinking in the wake of a plethora of more competitive alternatives. In Hong Kong, the post office became a trading fund in 1995. This allowed for more flexible management as it became self-financing, however, it remained a government office. The case examines whether the Hongkong Post is better prepared to face the new challenges after its transformation or if it is better off as a traditional, state-run office.
