In October 1997, the Chief Executive of Hong Kong announced that the Government would take on the role of "facilitator" in the development of Hong Kong's NII, a variance from its traditional non-interventionist stance. The case describes Hong Kong's status as a world trading hub and the benefits of the NII in maintaining competitive advantage.
