In 1990, Shanghai received the official approval and support from the central government to develop the Pudong New Area into the new focus of economic development. At the heart of the Pudong development project were the four development zones, i.e., the Lujiazui Finance and Trade Zone, the Jinqiao Export Processing Zone, the Waigaoqiao Free Trade Zone, and the Zhangjiang Hi-tech Park. While Pudong boosted a ten-fold increase in GDP from 1990 to 1997, only one-third of the plots had been sold and many projects had been stopped or delay. This case allows for a discussion of government's roles in economic development and locational issues of economic activities.
