This case relates to the plans of the Hong Kong Government (the "Government") to seek approval of its proposal to replace the current Hong Kong identity ("ID") card with a smart ID card. The approval in question is sought from the Hong Kong legislature ("Legco"). This case is spilt into two packages, which may be studied by students at separate sessions: (A) The "Fighting Identity Theft" package introduces students to the cause of the replacement of the current ID card in Hong Kong. This cause is the vulnerability of the current card to counterfeiting and the increased risk of identity theft in Hong Kong. Identity theft is a growing problem around the world and the fast-growing crime in the US. Students are asked to suggest a list of criteria for Hong Kong's new ID card. (B) The "Debating the Options" package supplies material for an in-class debate on the Government's proposal to replace the current ID card by a smart ID card. The Government's proposal calls for a multi-application smart ID card. This is one of three options recommended in a consultant report. Students are invited to play the role of legislators and defend their preferred option.
