In September 1998, the Hong Kong Government undertook the unusual step of simultaneously releasing policy review documents for public consultation, for both the broadcast media and telecommunication sectors. In one fell swoop the Government had attempted to recognise the emergence of convergence. In both sectors the Government actively sought to promote Hong Kong as a regional communications hub. On the telecommunications side Hong Kong could certainly lay claim to being a regional (and even a global) leader. On the electronic media side however, Hong Kong's position had been falling away precipitously. While it had once been one of the world's leading film production centres, and a natural regional base for multinational media conglomerates, by the late-1990s, film productions and revenues were falling, and large Western media companies were relocating to locations such as Singapore.What was the role of the Government in promoting Hong Kong as a regional media and broadcast hub? In an era of convergence should the Government focus on the development of the content or the infrastructure? Or was there a policy coordination mechanism through which these dual objectives could be pursued?
